Forum Is Relaunching.

After a year or so, I am reopening the forum because people have been asking and I think the new forum software (the upgrade) might solve our previous problem of massive spamming.

I am still trying to decide if I should upgrade the forum or not. The new software has some nice enhancements, but I am not sure it they will do much in the end.
