The Firefox Webdeveloper tools don't work with Frames, so I can't play around with things - have you looked at your cellspacing of 40 to see if that's the culprit?

 

Using frames is really a very bad idea, and the above is just one of the many reasons why.

 

Also, when you hover over the navigation and the background turns yellow, the white font all but disappears - You need more contrast to keep things legible.

Andrea is correct - it's the table spacing of 40. Using Firebug, I was able to get rid of that space by setting the table spacing to 0.
