What is considered a complete First Draft according to the best billing method suggested in "The Complete Freelancer Course"?

When presenting the first draft to the client, what should that include? A fully functioning website? Pdf or images of the site?  I just want to know so that when I send the first draft deliverables to the client, I don't get cheated out of the final payment.

First draft should be functional website ... but rough. You should have been paid the 33% before delivering the first draft ... as you know. 

Order of payment should be followed ... as detailed in the Freelance course.
