I want to put an excel workbook into a webpage for visitors to use (although I only want them to see the first page), and is it possible to set it up so that they cannot mess about the actual workings within the wookbook i.e the only part that they can edit are the inputs? Unless you publish something like a wikipedia, your visitors cannot change the content on your pages. Can you be a bit more specific about what you want to accomplish?

Yes, I want to put a "Solar PV Calculator" on a webpage, where visitors can input various items of data, and the results will be shown. Thanks Graham
