How to balance Content creation and content promotion?

Honestly, you shouldn't. All creation should include or lead to a promotion; and all promotion should need to the next creation. The only thing you're selling is 'attention' (why am I watching your content versus someone else). Once you have done that then you can lead me to your watering hole with all your services and products.
