Is this design layout possible in wordpress?

Hi guys, im quite new to wordpress and i want to design this layout to my client:

The idea is when you keep on scrolling down, the design and page changes.

 

Is this possible? Is there a template for this? Thanks!

Yes, it's possible, but I don't think Wordpress has this sort of functionality built in. You probably won't find a template for this (or the template will be too specific to be helpful) so it's probably something you'd need to create from scratch.
