You could use % for some of all your columns. Most sites are designed at a fixed width and centered, just the background adjusts depending on the width.

Adjusting layouts may not be the best idea, considering how wide some resolutions can get. Reading text that stretches across the entire width of a 1600 or even wider screen, is really hard to do.

How to create a site which changes to suite all screen resolutions?

You can design the site in two ways that is Table design and Table-less design. Beginners can go for table design. 100%width is to be given to the outer most and div. There are many templates that doesn't fit to resolution using background color fill extra space can be hidden and in this case no need to use 100% height.

That is bad advice. Tables were never meant for layout, but before CSS, there wasn't anything else. Even beginners should learn it the right way and use CSS for formatting AND layout.

Yep, HTML tables for page design is way, way out.

Years ago when the change to CSS page layout was just happening, I was one of the old timers who said that you did not have to rush into it because of the problems CSS layouts had at the time - that has changed long ago.

Tables are strictly for tabular data. Use CSS layouts for your page layouts.
