Adding static pages to same site?

I know how to upload a page to the root directory like "http://www.examplewebsite.com" through filezilla or Wordpress, and I know how to create additional pages like "http://www.examplewebsite.com/page1" or "http://www.examplewebsite.com/page2" in Wordpress. But I'm wondering how to add additional static HTML pages. Do I need to add something to my public_html folder? Thanks.

I'm not completely sure what you are asking... A static file has nothing to do with Wordpress, so you would need to create your .html files by hand and upload them to your public_html folder.
