Need help HEFTY NEWBIE

Hi anyways im new to this whole coding thingy but i saw some stuff and thought it was cool so i would try it out. anyways getting back to the point i am currently following the CSS tutorial and well im stuck now. It says to create a Practice HTML page and it tells me to create a new text document and then it says Name the file: practiceHTML.htm. Windows will show you a warning asking you if you want to change the file extension. Just say ‘yes’.

 

Now heres the thing windows does not give me a warning and also the file extension stays txt and wont change. even when i rename still stays txt.

 

any help would be good
