If you make the site accessible for handicapped users (accessibility) then it is optimized for SEO because spyders are blind and do not care what the site looks like. Good code, correct tags and logical navigation will work wonders. Besides that if you want to be up top. choose an area not flooded. Choose web design and you will never see the light of day as there are to many folks doing that. That and the best ranking always goes to those willing to pay for it.
