Dreamweaver Template/Table Help

I am having trouble with a template I've created. Every time I make a new page from the same template, (with the table containing my navigation buttons,) in the non-editable region shifts up and down when I go through different pages. I am very frustrated. Does any one have any ideas on how I can have a fixed Table in my template so that it doesn't shift when you click into different pages?

i had the message typed up with two samples of the pages in code, but it won't let me post it. I get this Warning message: [ i ] was opened within itself, this is not allowed... what is going on?
