trying to link css file with html

I am working on a website for school. I couldn't get the css file to link to html. so I tried another smaller code and it doesn't work either. here are my files for the smaller code. I have tried different browsers. Any assistance will be greatly appreciated. anything.cssindex.html

Just check that the link to the CSS has the right path. It's in that line of code.
