I just discovered with great surprise that this is actually OK, I always thought it wasn't...?

That should be fine... They are both block level tags. You just can't wrap inline tags (, etc) around block level tags (

It's perfectly exceptable do to that. You can almost put anything in the li. In my mega menu I have divs, h2's, p's, etc - all valid... http://www.visibilityinherit.com/code/mega-drop-down-demo.php
