RSS & Dreamweaver

I need to create a website for a local school. Seeing that I am not yet Joomla-trained, I am opting to design them an HTML style website using Dreamweaver.

My client wants to know if they have latest news. Can they update it themselves?

Note that I am not using CMS (Content Management System).

Can I design the "Latest News" section with an RSS Feed that they are able to update themselves without having dreamweaver. Is this possible?

Can you advise what is the easiest way for me to do this part as I am only charging them maintenance fees as they require them. The other option would be for them to email me the latest news article in email format and I just updated for them easier.

Assistance really appreciated :)

Yes... if you have some sort of CMS.

You might look at something basic -- something that offers a bit more functionality than doing things by hand, but less work and effort than a full CMS solution -- like http://grabaperch.com/, http://www.snippetedit.com/, or even http://www.cushycms.com/. That'll allow them to update their news section.

Perch might do RSS feeds, I'm not sure... I don't believe the other two offer that functionality. That may be something you'll have to handle, unless you can find a different CMS that can handle both content management and RSS management.
