Type of code used behind these sites.

What is the method for making a site behave like these where the new updates in the news sections create another box that adjusts in size based on content and extends the sites overall top to bottom length.

 

Also for the news updates is something like a forum page attached to the front page to make updating it easier or is it done with a seperate database?

Nuklearpower uses Wordpress. I'm not sure what Explosm uses, but it is likely another content management system similar to Wordpress. Basically, Wordpress (and other content management systems like it) gives the administrator an administrative area where they can log in and post new blog posts or make changes to the content on the site. Rather than having to code pages by hand, it automates a lot of the process.
