You need to learn a little bit of HTML and CSS for SEO but there are many aspects of SEO that are taught separately from programming. You don't even need to become a programmer to learn about SEO. One interesting company I would follow to learn about SEO is Moz. With that said, knowing HTML and CSS will help you become a more informed and better SEO specialist.
