I want to send email in php using wamp2.0

I have modified this information in the php.ini file but it still did not send or receive it. Is hotmail or windows mail ok to use or do I need to download another program to act as smtp?

SMTP = xxxx
smtp_port = 25

; For Win32 only.
sendmail_from = xxxx
