On Windows, he may want to look at Notepad++. It's a free text editor with a lot of useful built in functions for coding.
http://notepad-plus.sourceforge.net/uk/site.htm
a couple other editors to look at:
http://www.ultraedit.com/products/ultraedit.html ($50ish)
http://www.e-texteditor.com/ (supposedly very similar to TextEdit. I haven't tried it, but I've heard good things about it. $35ish)
I would recommend Eclipse.
There are versions for both Linux and Windows.

Thanks everyone. Since I use TextMate, and e-texteditor is very similar - we are going to give "e" a go. They offer a 30 day free trial. Thanks again!
