Killersites is more about teaching and helping out new designers with their coding.
Try looking on the free template sites, such as the one you use for your site, designers there might be willing to work for free. Or you could buy the tutorials on Dreamweaver from this site

I need someone who would like to build a site to use in their portfolio. Monoetary allowances could be discussed, but I really would like to work with a designer so that I learn more about dreamweaver as well in the process.

I have some ideas, but don't know all the ends and outs of getting it done.
