Meta tags are not currently given any weight by search engines. This may change as they change their coding, but as of the early 2000's it is of little use. Although it does not hurt the site to fill it out anyways. Also put more worth on Key phrases and not words. Are you more likely to write "Web designers in Juneau AK" or "Webdesign" or "webdesign Alaska". It is better to use whole phrases that are likely to be used and not just words.
SEO is best served by your content. It is easy to put "Orchids, Planting, Flowers" in a meta tag and have porn in the content. So spiders are more interested in your content as that shows really what the site is about and if it matches what the searcher wants. Use correct headers with power words, "Accessible web design in rainy Juneau Alaska" tells the search engine what it needs to know to separate a cafe in juneau or a web designer in Anchorage. Lower Headers for the subjects should be good to. Then the main content should be crisp, clear and offer as much info as possible for the search engine to rate you hire is a search.
Any informative images should have alternative test "LSW web design offices in Juneau AK" and not "img_247.jpg".
Finally, read up on accessibility. This is logical development of web sites to guarantee easy use by those with disabilities. In this case the Vision Impaired. All the pretty buttons and images and designs mean nothing to a blind user. They need to know what the image is passing along as information, where does that link take me. They use the headers (H1. H2...) to navigate the site and a screen readers reads the information to them.
A Search Engine crawler is a script, a machine if you like. Pretty colors, images and buttons mean nothing to it. It wants links and content and that is all. It is in fact blind. So making a web site usable for the blind also helps crawlers and will help your placement.
Lastly, rather than just a meta tag, use a RobotFile. Look it up, it does the same thing as a meta file but leaves your more control to specify what specific search crawlers can do. You can tell Yahoo not to index while letting Google for instance.

You have to perform seo techniques like link building, Forum Posting, Social Bookmarking etc to bring it up on search display. There are many more factors that the search engine considers like - the content used in the site should be unique , relevant etc.

Now that links are mentioned: The key is pertinent links, not link farms etc. If you do web design, a link from Killer Sites is more "Important" than a link from "Bubba's rusty beer can collection."
Also articles, if you link from an article you wrote, especially if published by others, it will help as you are seen as more an expert in the field. I saw my ranks move up after I was quoted and linked to in an online article about web design. Junk links will not help.

It is common practice for Internet users to not click through pages and pages of search results, so where a site ranks in a search is essential for directing more traffic toward the site. SEO helps to ensure that a site is accessible to a search engine and improves the chances that the site will be found by the search engine.

There is no exact way to improve your SEO just help aide it as such.
Google now reads the information on the website itself so correct content will move you up for a start also using header tags in the correct hieracy most imprtant information with <h1> tags and so on.
simple things like rembering to give a good description in your alt tages and titles also great for the blind.
other ways can include making social networks for your site like facebook twitter and there is a way to connect them all together so when you post on one its posts on them all i'll let you find that out yourself.
this means that you have a constant pressence on the web your site keeps coming up and there for moves the site up.
also linking from external sites is another great way to help so google recognises that your site has links else where and people are using them.
or the other way is pay for it but most people avoid this when the porganic list was there but now they have hidden the organic yellow colour to try prevent this but people will stil avoid the top 3-4 links.
hope this helps
