The example you posted was done in Flash. There really isn't any way to tell exactly how it was done without seeing the Flash source file, but do a Google search for "Flash Jigsaw Puzzle Tutorial" and similar and you should get some tutorials.

Drawing with the mouse would probably be done in Flash as well, though I believe that sort of thing is now possible with HTML5. Again, do some Google research and you should be able to find some tutorials. Here is one: http://active.tutspl...ation-in-flash/
