is there any recommendations for an RSS creation tool? I would not have thought there'd be so much noise but a lot of the stuff in my google searches are just scams.

Download a CMS like sNews, which includes an RSS function, and tear apart the good stuff.

on top of which my point was that I had tried googling and found nothing concrete. The point is academic however. I think if i recall correctly I ended up going to Wordpress as a CMS and from there I obviously have a built in RSS feed. Thanks.

Try Feedity, It is a simple online tool to create RSS feed for any webpage. In addition to the automatically generated feeds, you can add a small level of refining like adding a Start and End block, to notify the service where each post starts and ends. If you wish to, you can upgrade to premium account where advance features like data integration, RSS feed merging etc are provided.
